A former black-ops co-operative initiative between the Amarrian Ministry of War and the Caldari Navy, Tactical Command, Insurgence and Reconnaissance (“TCIR”; sometimes also referred to as “TAC-Com” or "TAC-Ops") was formed to covertly through tactical command, infiltration, reconnaissance, counter-intelligence and insurgency subvert hostile operations. The group operates as a loose-knit web of infiltration operatives. Most have extensive Special Forces and Covert Operations training. The operation went rogue after it gained intelligence dealing with corruption reaching up to the highest tiers of government. The Initiative is currently treated with suspicion by Caldari and Amarr governments for ‘knowing too much’. This was exacerbated in particular after an operation liberating highly trained Minmatar slaves of an unnamed Amarrian politician. Nonetheless TCIR Forces’ are publically tolerated with an appearance of benevolence lest they provoke political recoil. Following Sansha Kuvakei and the Sansha Nation's incursions into civilized space, TCIR has been predominantly drawn into focussing on repelling the Sansha Incursions.
