The Duke Cartel originated from an ancient Matari tribe that was experimented on by the Amarrian Blood Raider cult. After generations of testing, the Blood Raider Covenant was able to perfect their war-fighting breed. Their greatest accomplishment would turn out to be their worst, soon after the Duke Cartel rebeled and have since scarcely been seen. They are considered among the most dangerous and depraved of all pirate elements operating in space. CONCORD strongly advises people to stay out of their zones in the Bleak Lands.
