In contrast to Empire military tradition, the nature of the EPM is based on an ideology where commitment, effectiveness and political reliability, not class or education, will determine how far capsuleers succeed in the organization. The EPM also stress total loyalty and obedience to orders unto death. It has become a powerful tool used by The Empire and the Amarr state for political ends. The EPM ideology and values are one of the main reasons why the EPM is entrusted with the execution of many Empire atrocities and war crimes of the Amarr state.
