Agency VII-1 is a rogue organization operating out of lowsec space. Founded by Jessica Reiss in the wake of her surprise departure from the highly respected Halcyon Directive, former member organization of the legendary Electus Matari Alliance, rumor has it that her allegiance to the Tribal Liberation Force was abruptly severed following a negligent friendly-fire altercation with TLF forces in Frerstorn which resulted in the untimely death of 648 HCYON crew members aboard the HSC-1 Spiritbreaker.
While the objectives of Agency VII-1 remain undisclosed at this time, market operators in the Metropolis Region have reported heavy flows of capital to trade stations in and around 8-1 headquarters. Jessica Reiss has also gone on record to say that she is not the acting CEO of the corporation, although her name remains the only employee on public record.
It is clear that someone else is pulling the strings in 8-1, leaving us to ponder two questions: Who is this esoteric venture capitalist responsible for funding this operation? And for what reasons has this corporation been sponsored?
