Our Mission As an intelligence-driven and a threat-focused State security organization with both intelligence and law enforcement responsibilities, the mission of the NCBI is to protect and defend the Caldari State against terrorist and foreign intelligence threats, to uphold and enforce the criminal laws of the State, and to provide leadership and criminal justice services to CONCORD, State, and corporate agencies and partners. Our Priorities The NCBI focuses on threats that challenge the foundations of Caldari society or involve dangers too large or complex for any local or State authority to handle alone. In executing the following priorities, the NCBI—as both a security and law enforcement organization—will produce and use intelligence to protect the State from threats and to bring to justice those who violate the law. 1. Protect the Caldari State from terrorist attack 2. Protect the Caldari State against foreign intelligence operations and espionage 3. Protect the Caldari State against cyber-based attacks and high-tech crimes 4. Combat public corruption at all levels 5. Protect all citizens of the Caldari State 6. Combat criminal organizations and enterprises 7. Combat major white-collar crime 8. Combat significant violent crime 9. Support CONCORD, State, and corporate partners 10. Upgrade technology to successfully perform the NCBI’s mission Our History With the assistance of capsuleers in the defection of Hilen Tukoss, as well as the apparent involvement of capsuleers in the ever increasing activity of Drifter forces in empire space, voices emerged within high ranking leadership of the Caldari Megacorporations that some control had to be regained over the growing capsuleer empires of New Eden. During a meeting following the Symposium of Emergent Threats in Yulai YC117, the Chief Executive Panel decided the immediate creation of a critical incident response group that should be able to swiftly react to situations arising in regions far off empire space and investigate all matters relevant to the security of the State. Given the extremely high mortality rate of Navy ships directly confronting capsuleer piloted ships and restraints of the DED convention, the panel came up with a unique and bold approach: to form a taskforce of capsuleers. Our People & Leadership The NCBI employs nearly 35,000 people, including special agents and support professionals such as intelligence analysts, scientists, information technology specialists, and over 20 capsuleers. Led by founder Jilar Siichida Tsero and overseen by corporate officials, every capsuleer is hand-picked from the best the four races have to offer, and is sworn into complete loyalty to the Caldari State. Our Locations We work literally around the cluster. Along with our headquarters in New Caldari, we have multiple field offices located in major systems throughout empire space, including more than 20 offices outside of the State in Caldari embassies clusterwide.
